You can set up the Chromebook for personal use or a work account. On your Chromebook, from the “Choose your Chromebook’s setup” screen, select For personal use Next.

To choose your Chromebook owner, enter your Google Account email or phone number and password. If you've already turned on two-step verification, you'll be sent a code to your selected device.
