Life-threatening flash floods prompted New York officials to order evacuations after surging river levels threatened nearby homes.
On Friday at 5:11 a.m. a flood warning was issued by the National Weather Service valid from 11 p.m. until Saturday 8 p.m. for Umatilla County.
